We use the word “opened” rather than “built”. Tall or large buildings take a couple of years to construct, so “opened” refers to when it was finished. Building height is from the street level to the top, not including underground parking, or any flag poles, masts, or radio antennas on top. If the building has a decorative top, the height goes to its peak too. How many floors? From street level to the top, but not mechanical floors, only floors that people can work or live on.
