Whistler appears to have this system where a building permit is only given if you blast your 1 acre wooded lot in the boonies and have all your trees that the environment guy approves removed carted away at cost.

They get hot under the collar if you don't blast and use the trees to build your house. As well, you have to use construction cement rather than mix with the high ferrous rock left over from blasting, which is cheaper.

All in all, construction is $55,000 more expensive per unit when Whistler approves your application.
