A fix for this is to deport after one appeal, those who commit serious crimes. And 3 strikes you're deported too. This applies to refugees, immigrants and people who became citizens. Having this "threat" of deportation for even minor offences should fix a lot of the problems.

Move to toronto for a few months and then come back and tell me all about your love for Canadas Immigration Policy.
