Be polite and plead your case with Impark.  If this guy is doing this to fill quotas, you are not the only ones affected.  Impark needs to know.

Make a complaint to the VPD
I wouldn't expect a lot of action from them, but it is good to have the complaint on record.
They may have received other complaints, who knows?

I would also contest the ticket in court.

Launch a complaint with BBB; refuse to pay impark. If they have a problem with that tell them to take you to court (this will call their bluff).
They are a dishonest, miserable fraud company and only the city's parking authority can issue tickets. It's like if you parked in my driveway and I put a ticket on your window, would you pay me?

I had the same problem...impark said they were going to send the ticket to a collection agency. I asked them to supply me with the ticket for proof, and they had no record of it to give me. I never paid, and have had no problems since.

^^ same here, they accused me of parking illegally in a lot on a side of town I never frequent. Maybe the moron who wrote the ticket screwed up the liscence plate number, either way I simply told them that I wasn't going to pay a ticket that
a) wasn't mine
b) was illegal in the first place since they can't write their own tickets

The idiot on the phone got rather hot under the collar and threatened collections. This was two years ago...I'm still waiting...lol

Some good advice on here. I mean, yeah, that *is* fraud where you weren't even in their lot. If it went to court, *they* would need to prove that you were parked there, not the other way around.

You should keep this thread alive, collect members, and all make a complaint to VPD at the same time.
If 10 or 15 people walk in and make a complaint in the same week, they will likely launch an investigation, and it may be easy to find that all tickets are issued by the same guy, or couple of guys.
I would also make a complaint with city hall, or whoever issues licenses to impark.
They must have some special deal to be able to get your info based on your plate number.
If they are misusing this, they will likely loose their license or have a major problem.

Also: Impark isn't the City of Vancouver, there are just a blood-sucking private company.  You can ignore their tickets for a while because they are not going to pay to collect on just one outstanding ticket.

I am having a similiar problem with IMPARK. I have spoken with a lawyer about their false accusations and began to investigate how ubiquitous this problem is. I have never encountered it with another parking agency. My lawyer recommended a litigator and indeed it may go that way. In that case I would also suggest developping an organization to address this issue as my initial brief perusal of the internet suggests that IMPARK has had a history of unusual behaviour similiar to what you've encountered. At first one considers it reflects an individual in the organization but when it appears to be happening routinely or randomly and the nefarious profit that arises from the compliance of reasonable individuals then it is more likely a rather suspect profit seeking strategy. It is worthwhile to remember that "rent controls" have been exercised successfully in many jurisdictions but similiar restrictions have never been applied to the parking agencies that I know of. Further given the amount of crime that occurs on IMPARK premisesk, rape, theft, car damage, the owners have not be similiar held accountable for the safety of their customers as have buildings and other similiar structures. "They PAVED PARADISE AND PUT UP A PARKING LOT" really speaks to the obscene aesthetic of IMPARK facilities and given that many are in areas of tourism and where families with children dwell they have not to date been asked to show some corporate citizenry in addressing the lack of ecological awareness associated with their development and design. Architects of buildings are held to a higher standard on all accounts than the development of IMPARK facilities which are notorious traps for automobiles. The design flaws are clearly associated with the horrendous amount of automotive damage that occurs in the IMPARK parking lots with the cost of the scrapes and fender benders being born solely by the consumer. Again, other facilities are increasingly held responsible for this sort of consideration. The Public Health issue,cleanliness, wheel chair accessibility etc is also not an uppermost issue in IMPARK as evidenced by the filth and litter that pollutes some parking lot facilities. Of course they have to date been extracting enviable profits for the least outlay of effort and rather shoddy customer service at best. If they were indeed held accountable would they be able to pass cost onto consumer as clearly the issue of parking and how it is managed is often what defines the profit of businesses in a community. Certainly this is not City parking where the proceeds go to the benefit of all and pay for the management of the resources of community. IMPARK is just one private profit machine, a corporation, whose character and behaviour are yet to be determined. To date they have demonstrated some unusual behaviour that if it is a pattern might well represent what the movie CORPORATIONS described as PSYCHOPATHIC. I'm indeed hopeful that IMPARK is not another ENRON or like organization and the leadership as described in the brochures seem reasonable however..... I was thankful to see this post and also to find this bulletin board. We are not alone. Certainly if IMPARK doesn't address these behaviours they may well isolate themselves. The HORRENDOUS IMPARK Experience in Calgary suggests that they have the capacity to learn and are indeed not wholly insensitive as they may at times appear.

I hate impark... got a ticket from them the one time I goofed and put the ticket upside down on my dash, had the ticket to prove i'd paid and all but meant nothing to them.

Don't underestimate them. Patrollers have been known to take pictures of cars close up enough to read the plate, but not identify where the car is parked. Then they take a picture of the dash to prove you didn't pay (and you didn't because you weren't in their lot), and bingo, $1 commission (maybe more now who knows). Now the problem is as follows, most patrollers do it, and they trash the ticket, so you know nothing until you get a notice in the mail (1 to 3 months later). If they did take you court, which they won't, they would show the picture, and good luck proving otherwise. After all, you are just someone who would lie to get out of paying a fine, and they are just an "honest" corporation providing a service based on the honor system.

I can tell you other things they do as well, and it would make you wonder why the government allows them access to our private information.

If I get you right, it's your words against there's right? If they can't proof you wrong then there is nothing they can do even if they take you to court.

Ignore it. Ignore the ticket, don't park there any more. Try complaining to BBB.

Hi Bug,

That is basically the case. Since they make more money from those that don't pay then those that do pay, and with the practices that they turn a blind eye to, it's no wonder. In Toronto alone they issue over 10,000 violations / month. The only thing they protect is the companies interest, they employ shoppers to see if the enforcement personnel take a bribe to cancel a violation, but that is as far as it goes.

WE RECEIVED IN THE MAIL A NOTICE CLAIMING WE HAD PARKED IN AN IMPARK LOT AND SINCE WE DIDN'T PAY THE TICKET WE OWED THEM 69.95.UPON CALLING THE 1 800 NUMBER ,I WAS TOLD WE HAD ANOTHER ONE.WE HAVE NEVER PARKED IN TWO LOTS ,EVER .THE SAME PARKING LOT ATTENDANT ISSUED THESE TWO IMAGINARY TICKET.I CALLED THEM AND ITS OUR WORD AGAINST THEM.HOW DO WE PROVE OUR CAR WAS LOCKED IN THE GARAGE WHEN THESE INFRACTION OCCURED.ON THE FIRST NIGHT WE SUPPOSEDLY PARKED IN THE LOT WE ATE AT A RESTAURANT 4 1/2 BLOCKS AWAY IN THE RESTAURANTS LOT.NOT WALKING DISTANCE WITH THE LOT.I PRESUME THE ATTENDANT WAS IN THE RESTAURANT OR NEAR IT.THIS IS WHERE HE WROTE DOWN THE LICENSE PLATE # AND MAKE ,TO BE USED LATER AND WHENEVER HE NEEDED TO FILL A QUOTA OR PRO.VE HE WAS CHECKING THE LOT.WHAT DO WE DO?
