This may be a stupid question but...
Why aren't the transit buses using (tire) chains? |

because it ruins the roads, and I think it might be illegal, but if isn't then people dont use them because its not good for the roads

Most transit routes are on main arterial roads which get top priority when it comes to snow removal. So there is no need for buses to use chains.
Only time for chains would be a flash snowfall. |

Well, it looked like at least a few buses that were spinning their tires while trying to go uphill could have used them today.
